Decking under thirty centimetres above ground usually falls under permitted development, as long as it and other garden structures cover no more than half the garden. Raised decking that overlooks a neighbour can need permission. Check with the council if the deck will be high.
It depends how long you plan to keep it. Composite costs more to install but needs no staining or treating, so over ten years the cost often evens out. Timber suits a smaller budget or a deck you are happy to look after each spring.
